Your August 26. Say to General Carranza that we are sending to Mexico an American named Hall, personal friend of Zapata, with the view to bringing about a meeting between Carranza and Zapata and for the purpose of urging upon Zapata the use of peaceful and constitutional methods. It would hardly seem wise for Carranza to leave the capital for a conference, but he ought to make every effort to secure a reconciliation.
The President is also sending a personal representative, Mr. Fuller, to confer with Carranza. Fuller and Hall will sail for Vera Cruz to-morrow. Please meet them at Vera Cruz and give them such information as will aid them in their work.
