Zapata’s attitude toward Carranza is decidedly unfriendly. He states that a conference between Carranza and himself is imperative, and must be at his own military camp forty miles due south of Cuernavaca; he will not meet Carranza elsewhere. He is holding some 2,000 Constitutionalists whom he has disarmed.
The Brazilian Minister and myself called upon the First Chief to-day. He said he would not go to the military camp and continues to belittle Zapata.
Villa emissaries are with Zapata and are treated with the highest consideration.
