I conferred with Carranza in the sense of the Department’s August 22, 2 p.m., and finally convinced him of the necessity of dealing with the Diplomatic Corps with due consideration; and, to begin with, he promised to notify the Diplomatic Corps tomorrow of his having taken possession of the Executive Power.
