Sir: The Department acknowledges the receipt of your despatch No. 159 of March 18 and your No. 165 of March 24, regarding claims against the Chinese Government growing out of the revolution of 1911–1912.

In the event of the British and German Governments, or either of them, expressing their willingness to refuse definitely to present to China claims for indirect losses, such as are set forth in the summary sent with your No. 165 of certain claims received by the Legation, you are instructed to refuse to present such claims.
