206. From the details which you give we feel sure that you have made the best arrangements possible under the circumstances and we congratulate you most cordially. The people of the United States [Page 586] and the foreigners in Mexico will feel greatly relieved when the agreement is carried out and the peaceful transfer of the government is made. Please present our compliments when you have opportunity to both General Carranza and the Governor of the District and say that we trust that this will be the beginning of an era of peace, prosperity and progress for Mexico.
