him the views of the Department as expressed in the Department’s
telegram to me of July 31, 1914.

Sir: I have the honor to acknowledge
receipt of your excellency’s esteemed reply to my note of the 24th
of July, as conveyed through the Honorable Isidro Fabela, your
excellency’s Acting Secretary of Foreign Relations, under date 27th
July.56
Your excellency’s views on the matter submitted to me were duly
conveyed to the Secretary of State of the United States by
telegraph, followed by the transmission by mail of a translated copy
of Lie. Fabela’s note.

I have the honor now, in connection with these same matters, to bring
to the attention of your excellency the following telegram received
by me from the Honorable Secretary of State last night:

Your excellency will please permit me to express again the sincere
friendship and best wishes of the Government of the United States
for the best interests of yourself and of the Mexican people which
prompted the radiogram of the 23d of July, which is now followed by
the telegram quoted to you in full above.
