Consul General Hanna to the Secretary of State.

The peace delegates came to this Consulate early this morning and awakened me. They felt sore and discouraged at the treatment shown them by Constitutionalist officials since their arrival in Tampico. They had decided to quit and wanted me to accompany them to Texas. It was only by the strongest appeals to their patriotism and the advantages of peace that this Consulate induced them to continue on to the conference. We did this because we knew how greatly our President and the Department desired bringing the two parties together. We hope our action pleases you.
