Sir: I have the honor to transmit herewith translated copies of a communication received from Senor Isidro Fabela, Acting Secretary of Foreign Relations for General Carranza, First Chief of the Constitutionalist Army, relative to my communication sent General Carranza as to the instruction from the Department55 relative to the naming by Francisco Carbajal of General Lauro Villar and David Gutierrez Allende as his representatives to treat with General Carranza.

By instructions of the First Chief of the Constitutionalist Army, I beg to thank you for the information which his excellency Secretary Bryan has given him through you, regarding the naming by Licenciado Francisco Carbajal of General Lauro Villar and David Gutierrez Allende as his representatives to treat with Mr. Carranza regarding the unconditional surrender of the ex-federal army and the powers he received from General Huerta.

At the same time I take pleasure in advising you that Mr. Carranza has given orders to General Pablo Gonzalez, Chief of the Army Corps of the Northeast, to protect and facilitate their trip to Saltillo. I also should tell you that the same orders have been repeated to San Luis Potosi, giving the names of the delegates and instructing the Saltillo authorities to protect and respect them.
