Sir: The Department is in receipt of your dispatch No. 57 of January 2, 1914, enclosing correspondence exchanged with the Consul General at Hankow relative to claims against China growing out of the revolution of 1911–1912. Your dispatch and its enclosures have been read with interest.

With respect to the proposal to limit the grounds for claims against China, you are authorized to endeavor to induce the Diplomatic Body to consent to such limitations as will prevent injustice to the Chinese Government, bearing in mind in this connection the Department’s telegram of December 20, on this subject.34
