Governor Carranza’s Secretary for Foreign Relations, Fabela, called attention today to what he terms a distinction between armistice and suspension of military operations. The latter, as in the present instance, may be a voluntary concession. On arrival of Carbajal envoys with proper credentials and authority, military operations [omission]suspended as announced. But an armistice is not under consideration. It is an altogether different relation and presupposes a pact or agreement, which in the present instance has not been contemplated.
