The Brazilian Minister to Mexico to the Secretary of State.

Mexico, July 27, 1914.

100. President Carbajal’s delegates have just left for Vera Cruz, whence they will proceed at once to Tampico with instructions to negotiate at any place agreeable to the Constitutionalist delegates in order to save time. The change of itinerary was forcibly adopted because there is a gap of nearly 200 kilometers this side of San Luis Potosí.

The President would like to know as soon as possible the names of the Constitutionalist delegates.
