96. Department’s 170, July 23. As the result of a long conversation I had with the President yesterday he told me this afternoon that he had decided to appoint two delegates to go to Saltillo by way of San Luis Potosi as suggested in Department’s July 20, 10 p.m. By tomorrow or perhaps tonight I will know and transmit to you their names and date of departure from here. President Carbajal also expressed his desire that Constitutionalist delegates be at Saltillo on the arrival of his, so that negotiations may be started at once. He also told me that inasmuch as he has de facto stopped all hostilities against Constitutionalists it would please him very much if an arrangement could be made to have them do likewise from now on, with the proviso that when delegates meet the matter may be duly ratified.
