Accompany General Carranza until further orders so that we may keep in touch with him through you. Advise Department daily of the program for the day following.

We have been assured that the new Provisional President, Carbajal, desires to turn over the Government to the Constitutionalists and that no further bloodshed will be necessary.

Urge Carranza to receive any representative sent by Carbajal and if none are sent advise Carranza to send emissaries to make known to Carbajal the terms upon which transfer of the government may be made. Urge upon Carranza not to allow revenges or cruelties.

The war would seem to be over and all that remains to be done can be done peacefully and a pacific entrance into Mexico City will greatly aid in assuring friendly intercourse with the outside world.
