The Chilean Chargé d’Affaires to the Secretary of State.

Sir: I hereby perform the pleasant duty of transcribing to your excellency the telegram which I received from the Minister of Foreigi Affairs of Chile, dated to-day, as follows:

His Excellency the President of the Republic instructs me to ask you kindly to express to His Excellency President Wilson the profound satisfaction with which the Government and people of Chile received, through Minister Fletcher the cordial message51 which His Excellency the President of the United States saw fit to send them, in which he expresses the gratitude of the American Government and people for the friendly offices offered by my Government in connection with the Argentine and Brazilian Governments on the occasion of the controversy which arose between the United States and the Government of Genera Huerta in Mexico, while referring to the favorable judgment elicited by the action of our representative at the Niagara Falls conferences.

You will likewise express to His Excellency Mr. Wilson the keen pleasure with which the Government and people of Chile received the news of the successful settlement of the differences which gave rise to the mediation intended to obviate the painful consequences of an armed conflict, and you will add that the cordial friendship which binds our two countries together has been substantially strengthened by this new bond of confraternity created by the act of mediation.
