Allow me to urge upon you again the importance of bringing the Constitutionalist leaders into hearty cooperation. If the opinion of this Government has weight with them show them how suicidal it [Page 557] will be for them to fall out at this time. They must have confidence in each other and work together until they secure the reforms necessary for the restoration of permanent peace and prosperity.
Vice Consul Silliman will reach Saltillo early next week. He can keep in touch with Carranza while you use your friendship with Villa to restore harmony.
Urge upon Carranza the imperative necessity of sending representatives at once to confer with Huertista representatives. We feel sure they can secure an agreement which will give the Constitutionalists control of the provisional government and thus secure by peaceful means all that they could secure by arms.
