Excellencies: I have the honor to inform you that the Special Commissioners of the President of the United States near the Mediators in the conferences to be held at Niagara Falls, Ontario, will be the Honorable Joseph Rucker Lamar, an Associate Justice of the Supreme Court of the United States, and Mr. Frederick William Lehmann, formerly Solicitor General of the United States, who will be accompanied by their secretary, H. Percival Dodge, Esquire.
