The Mediators to the Secretary of State.

Sir: With the acceptance of our good offices by all the parties interested in the pacific and amicable settlement of the conflict between the United States and Mexico, the time has arrived formally to begin negotiations.
For this purpose it is necessary that each of the parties name its representatives before the Mediators for the purpose of discussing the bases of settlement.
After representatives have been appointed, we shall hasten to fix the date for the inauguration of the conference.
