The Mediators to the Secretary of State.
Washington, April 28, 1914.
Mr. Secretary of State: It gives us satisfaction to inform your excellency that we have received the acceptance of General Huerta’s Government of our tender of good offices made through his excellency the Ambassador of Spain.
We are also glad to announce to your excellency that we made the same tender by telegraph to the Chief of the Constitutionalist forces.20
As a consequence of the acceptance of those good offices by your excellency’s Government as well as by that of General Huerta, we [Page 493] understand that it is proper to suspend from this time, and during the mediatory action, the hostilities and military movements by the forces of both parties.
