The Constitutionalist Chief has requested me verbally to ask if the President will consider receiving from him a High Commissioner authorized to treat upon the state of affairs and clothed with full power, or, if not convenient to receive such a Commissioner personally, that each appoint such a High Commissioner for the purpose named.
