Have you any further information confirming report that local authorities intend to withdraw soldiers to Mexico City and tear up tracks? Keep O’Shaughnessy informed and make every necessary arrangement for escape of foreigners in City of Mexico. If any attempt is made to tear up track or otherwise embarrass or hinder those who desire to leave Mexico, confer with Fletcher at once and join him in vigorous protest against interruption of communication, keep us advised promptly of any change in the situation.
