Furnish aid to any Americans in need and urge all to leave Mexico. Canada telegraphs that it is the intention of local Mexican authorities to take all soldiers from Vera Cruz to City of Mexico and tear up track. Keep in touch with Canada and act according to information received. In view of uncertainty of the situation it is better to take no chances.
