869. I called at the Foreign Office at 5:50 p.m. and the Minister for Foreign Affairs handed me a note verbale which states in substance that the Mexican Government is not disposed to accede to the unconditional demand of the Government of the United States but it is disposed to act according to the terms of the protocol which I have already transmitted to you. I told him actually that so far as this Embassy is concerned the matter is closed and that I should inform my Government that General Huerta had definitely refused the demands of the United States. I am cabling a translation of note later.
