Sir: The Department is forwarding herewith for your information a copy of the Regulation³ governing the admission and return of Chinese participating in the Panama-Pacific International Exposition [and the Panama-California Exposition], also a copy of the Regulation of the Treasury Department providing for the free entry of materials for use in constructing, installing and maintaining foreign buildings and exhibits at the Exposition.⁴
