In order that you may be able to inform the Government to which you are accredited regarding the Tampico incident, Department quotes a telegram which was sent to the American Embassy, Mexico City, April 14, 10 p.m.:

The Secretary of the Navy advised the flag officer at Hampton Roads to proceed with least possible delay to Tampico with all available ships, which means that at least ten additional warships will shortly join those now in Mexican waters.
