Have Mayo report as soon as possible how far and in what sense the following statement, now made by General Huerta, is true:

Martial law obtained at Tampico at time marines landed, and under such circumstances it was not permissible for them to land without first giving notice or requesting permission.

Did our ships in the harbor understand these conditions? Have they had proper notification of such circumstances and how did they interpret their obligations at that time if these statements are true?
