845. Your 742, April 12, 10 a.m. A censorship upon both outgoing and incoming cables instituted last night at 9.30. Not having heard from you, I inquired at the cable office at about 11 p.m. and was informed that the censor was holding up a message from you. I thereupon made such robust representations that the message was delivered at the Embassy at 11.35 last night.* * * Non-delivery really due to ignorance of censor.
