Referring to previous correspondence upon the subject of the rehabilitation of the finances of Liberia, I would inform you that a telegram in the following words has been received from the American Minister at Monrovia:

This Government is deeply interested for historic and philanthropic reasons in the welfare of Liberia and the successful outcome of its loan negotiations. Liberia’s resources have been almost entirely customs receipts coming from British, French or German commerce, and are now practically nonexistent through no fault of her own. It is believed that conditions in Liberia will resume their normal and promising aspect upon the conclusion of the wars in Europe, and the department would be glad if any proper assistance could be extended to the Republic in this hour of need.
