Sir: The Department has received your No. 247 of the 15th ultimo and, referring to the last paragraph thereof, pointing out the importance of the conclusion of a naturalization treaty between the United States and Italy at the first opportunity, desires to say that it does not regard the present as a favorable time to approach the Italian Government on the subject of a naturalization treaty.
