Sir: Referring to the correspondence beginning with the Department’s instruction of February 11, 1907, and ending with the instruction of August 1, 1908, in regard to the negotiations for a naturalization treaty with Italy, the Department desires that you ascertain and report whether the proposed Italian citizenship laws mentioned in Mr. Garrett’s despatch of June 19, 1908, have been passed or, if not, whether they will be passed in the near future. If circumstances seem propitious it is desired that you avail yourself of the first opportunity to present this matter to the attention of the Italian Government again and urge the conclusion of a treaty, using the arguments set forth in the instruction of February 11, 1907.
