There is not at present in the country any international difficulty of importance.* * * Omitting mention of concrete data in this connection, * * * I must however say that the most enthusiastic and sincere applause is due to every movement toward the altruistic and humanitarian purpose of perfecting universal peace. To this noble end, important treaties have been concluded, and special mention should be made of the Arbitration Treaty recently signed at Washington, which reveals and confirms the lofty aim of the Government of the United States of America towards continental peace and the harmony of all nations.
