Haitian Minister at Washington has received from Charles Zamor telegraphic request that United States protect his departure from Port au Prince. This was communicated to the Department unofficially. In accordance with this request you are instructed to protect Charles Zamor and other Cabinet ministers together with their families and personal belongings and insure unmolested departure for them from the country, should they desire to leave. Protection may also be afforded them in Port au Prince should they decide to remain.
