Until Department receives more detailed information concerning persons composing family of Charles Zamor and manner of protection requested, it cannot give definite instructions. The Department’s regulations caution its officers against interfering in the internal political affairs of the country in which they are stationed. No government in Haiti has been recognized by the United States.
