The Department’s February 13. Because of doubt as to the effectiveness of the Cape Haitien blockade and the question of whether recognition of the blockade would not be a partial recognition of the Zamor Government and of Theodore as a belligerent, the entire matter is held in abeyance.* * * Foreign representatives continue to act in complete accord with the Legation, awaiting our action as to recognition.
