Diplomatic Corps notified by Haitian Government of the blockade of Cape Haitien by a Haitian war vessel. Matter discussed by Diplomatic Corps, which will await the action of the Government of the United States. German Minister is disposed to recognize the blockade as effective but will not act at once.
