Your December 1, 9 a.m. and December 2, 3 p.m. Department interprets last paragraph of your December 2, 3 p.m., to indicate that you are in accord with Department’s November 24, 5 p.m. You are therefore instructed to inform Théodore:

- That the Department will extend provisional recognition upon the appointment of a commission with full powers, satisfactory to you, in accordance with Department’s telegraphic instructions dated November 12, 2 p.m., and November 16, 11 a.m. At the same time the Department is ready to use its good offices with the Bank in accordance with the first paragraph of its November 28, 8 p.m.

- Formal and complete recognition of Theodore as President will only be extended after commission has signed satisfactory protocols at Washington in accordance with Department’s November 24, 5 p.m.
Report whether you consider additional United States naval forces desirable in Haitian waters at the present time. Department desires to be guided as far as may be possible by your recommendations.
