The Department’s November 27, 5 p.m., I had an interview with Minister for Foreign Affairs last evening and endeavored to discourage the issue of paper currency and strongly advocated your views. Minister for Foreign Affairs said this issue would not dispose of financial question to be taken up in Washington on arrival of the commission, but as the bank had refused any assistance and the Government unable to place a loan and without funds it was compelled to take this course to meet pressing immediate needs.
