Your November 25, 3 p.m. You may inform Theodore that the Department is ready to use its good offices with the Bank to secure, first, a small loan to cover legitimate traveling expenses of the commission; second, as soon as you report that the credentials of the commission are satisfactory, a further loan to take care of the running expenses of the Government during the time that the commission is in session.
