Your November 18. If the election of Theodore as President of Haiti by the National Assembly is in strict conformity with the [Page 361] Constitution of that country, the Government of the United States will formally recognize Theodore as President of Haiti, but not until after the arrival in Washington of duly appointed commission bearing credentials of the Haitian Government for the adjustment of the matters stated in the Department’s telegrams dated November 12, 2 p.m., and November 16, 11 a.m. There must be no equivocation in the character of the credentials in question, and they must be satisfactory to the Department before recognition will be extended to Théodore by the Government of the United States.
Use expedition in formation and departure of the commission and keep the Department advised of the progress made.
