Department’s October 29, and your October 29. As the Zamors have fled and capital in complete possession of revolution, please get in communication with war vessels immediately upon their arrival and after conference with officers make in your discretion such dispositions for protection of life and property of Americans and foreigners and the maintenance of order as may be necessary to accomplish these ends. Kansas should arrive November 3. Department has asked Navy Department to instruct Commander of United States forces in Haitian waters to accede to your request for the movement of ships and the landing of men.
Impress upon remaining officers of Government and leaders of revolutionary movement that United States Government views with the utmost concern the present situation and may feel compelled to take steps necessary to prevent a period of disorder and anarchy, which would menace the rights and property of Americans and other foreigners. With this purpose of the United States in view, you will endeavor to bring heads of contending factions together with a view to reaching a practical agreement for the restoration [Page 356] of permanent order and peace, and the establishment of a stable constitutional government.
Keep the Department constantly and fully advised as to the action which you may take and your views as to the situation and the policy to be pursued.
