On September 28 the Haitian Government, through the Minister of Finance, introduced a bill in the Chamber of Deputies providing for an issue of 12,500,000 gourdes, paper money. The National Bank of the Republic of Haiti has formally protested against this action claiming it to be a violation of Article XIII of the Bank’s contract. The Government, on its part, asserts that the Bank has already violated its contract by suspending payment provided for by the convention budgetaire and claims that this suspension compels it to resort to this extreme measure.
