Minister Smith to the Secretary of State.

The Department’s instructions of March 31 were immediately complied with and the Minister for Foreign Affairs to-day replied to [Page 343] my memorandum. The reply is not entirely satisfactory inasmuch as the Minister for Foreign Affairs attempts to again open up the entire Syrian question. Through the Chief of Bureau of Foreign Affairs, however, I was informed to-day that the Haitian Consul General at New York City would be instructed to vise passports in accordance with former agreements between this Legation and the Haitian Foreign Office.

Continued efforts will be made from day to day to satisfactorily adjust this matter though it is most difficult to obtain action by the Minister for Foreign Affairs he being in a peculiar political situation and avoiding all possible action upon foreign affairs.

The entire Diplomatic Corps report inability to make any progress with pending questions.
