Minister Smith to the Secretary of State.
Port au Prince, March 22, 1914.
Referring to the Department’s telegram of March 20. Minister of Foreign affairs after a consultation with the President informs me that the Haitian Government is anxious to have Consul Livingston aid in arranging for cessation of hostilities with Theodore but states that the Haitian Government cannot make formal request for the Government of the United States to do so. The private secretary of the President has twice called on me and requested in the name of the President that Consul Livingston be instructed to act in this matter in conjunction with Minister Zamor.
