President Oreste and the Haitian Foreign Office jointly request that the Department have the Nashville go to Fort Liberty with orders to Pradel, Minister of the Interior and in command there, to return to Port au Prince. The Government is unable to communicate with Pradel, who is cut off and who is urgently needed here as the strongest man to preserve order.* * *
