The Secretary of State to the Governor of California.2

Sir: The Greek Chargé d’Affaires advises this Department that Mr. B. de Fontana, Consul of Greece residing at San Francisco, whose jurisdiction extends over your State, informs him that the competent local authorities fail to pay proper attention to his communications in relation to the settlement of estates of Greek subjects in California, in conformity with Article XI of the Consular Convention of November 19, 1902, between the United States and Greece, and that the Consul also has had difficulty in securing the execution of certain letters rogatory addressed to the Examining Magistrate of Lincoln, California.

I have the honor to ask that you will kindly bring to the attention of the proper State, County and Municipal officers the stipulations of Article XI of said treaty and urgently request their compliance therewith, and that you will take such action with regard to the execution of said letters rogatory as may appear to be proper in the premises.

I enclose a copy of a despatch1 from the Consul of Greece at San Francisco, dated November 21, 1913, to the Greek Legation, which was left at the Department by the Greek Charge; also copies of the treaty referred to and of the Department’s circular of March 25, 1887, regarding the execution in this country of letters rogatory.1
