The Department informed by Senator Smoot concerning recent arrest in France for military service of Joseph Nouguier. He was born at Moulins, France, June 24, 1884, emigrated to this country about December 5, 1903, and was naturalized as American citizen February 14, 1912. He was appointed postmaster at San Rafael, Utah, July 3, 1912. Senator Smoot has presented a petition of seventy citizens of Utah for the release of Mr. Nouguier. Please present this matter to the French Government and express the desire of this Government that it be made possible for Mr. Nouguier to leave France and return to this country.
