Minister Vopicka to the Secretary of State.
Bucharest, October 1, 1914.
Sir: Referring to your telegram informing me that Mr. S. Panaretoff was in every way acceptable as Envoy Extraordinary and Minister Plenipotentiary of Bulgaria at Washington, I have the honor to report that I at once communicated this information to the Bulgarian Foreign Office.
The creation of a Bulgarian Legation at Washington and the appointment of a Minister so well qualified to represent the Bulgarian Government and people as is Mr. Panaretoff, has been received with much satisfaction in Bulgaria.
The newly appointed Minister has arrived at Sofia and has been received by the King. He expects to leave shortly to join his post and I have extended a cordial invitation to him to proceed to Washington by way of Bucharest in hope in this way to have the opportunity of meeting him as the pressure of work at the present time is too great to permit my leaving Bucharest.
