Minister Hartman to the Secretary of State.

Mr. Goo Kwai, an American citizen of Chinese birth, residing Hawaii and holding passport issued by Department of State, numbered 34640, desires to enter Ecuador to visit relatives. He was not permitted to land at Guayaquil except through the good offices of the American Consulate which is responsible for his attitude until the decision of the Foreign Office is made. I presented the case informally to the Minister for Foreign Affairs on October 27 and again on October 30, leaving memorandum with the Minister. To-day I received informal memorandum from the Minister informing me that the President of Ecuador, not wishing to establish a precedent which might produce complications in Ecuador in the future, had determined not to decide the question without presenting it for the consideration of the Secretary of State at Washington through the Ecuadorian Legation.
