Sir: The Department has received your unnumbered despatch of July 10, transmitting the answer of the Minister for Foreign Affairs to your note of May 16 in regard to the Guayaquil and Quito Railway Company, and requesting instructions as to your procedure.

In reply you are informed that the Department does not consider it necessary at the present time to make any reply to the note from the Foreign Office.
