Washington, April 11, 1914.

Sir: As the Arbitrator named by you under Article 27 of the contract dated June 14th, 1897, between the Republic of Ecuador and the Guayaquil and Quito Railway Company, to settle in conjunction with the Arbitrator named by the President of Ecuador all controversies or disagreements existing between the contracting parties, I have the honor to report that after a month spent in Quito in prolonged conferences and negotiations with the Ecuadorian Arbitrator, we have not been able to agree.* * *
