Your February 14, 6 p.m. Report by cable what American interests are in danger by revolution which, in your opinion, would receive protection from presence of warship in Ecuadorian waters.

On account of yellow fever and the unfortunate deaths of Captain Bertolette and two seamen in December, 1911, Department does not desire to send ship unless absolutely necessary. Nearest vessel is Denver in Nicaragua.
